Use a document for the brief, outline, draft, or final decision. Keep links to the source material nearby instead of copying it all in.

Create the document in the project folder
Open the relevant folder and create a document there so the draft stays next to the work that informed it.
Add a title and headings first
Give the draft a title and a few headings before you polish the copy. Reviewers can respond faster when they can see the shape of the work.
Link to the source material when someone will need to check it later.
Use comments for decisions
Use a comment for each question, decision, or requested change. Resolve the thread when the change is complete.
Keep the source nearby. A link back to the source is usually more useful than a long pasted excerpt.
